Speaking after the ASEAN-Russia Commemorative Summit in Kazan, the Philippine leader acknowledged that while ties have developed steadily over three decades, the partnership has not yet operated at full capacity, with considerable variation in how individual member states have progressed their bilateral relationships.
The summit, which commemorated over 35 years of dialogue relations, produced several strategic documents intended to shape cooperation through 2030. These include the Kazan Declaration 2026 and the ASEAN-Russia Comprehensive Plan of Action for 2026–2030, alongside agreements focused on cultural exchange and energy collaboration.
