The project is being undertaken through a joint venture between Malaysia Airports Holdings Bhd (MAHB) and the Penang Development Corporation (PDC), with both entities having approved the partnership arrangement in May 2026. The formal joint venture company, PILA Sdn Bhd, was established following an agreement signed on April 13, 2026, creating a dedicated entity to oversee the development and management of the complex. This structure allows for clear governance and accountability whilst leveraging the expertise of both public and private sector partners.
Loke emphasised that PILA represents a private-sector-led investment model, with MAHB bearing the capital investment burden whilst the government assumes a facilitating role. The first phase of development centres on constructing a free commercial zone-class air cargo warehouse facility, expected to commence operations by 2029. When fully developed, PILA is projected to accommodate annual cargo capacity exceeding 500,000 tonnes by 2050, positioning it as a facility of continental significance.
